The Comprehensive Services Act for At-Risk Youth and Families (CSA) operates under a law enacted in 1993 which establishes a single state pool of funds to purchase services for at-risk youth and their families. These funds are returned to the localities with a required state/local match and are managed by local interagency teams. The purpose of the act is to provide high quality, child centered, family focused, cost effective, community-based services to high-risk youth and their families.
The Agency is under the Virginia Office of the Secretary of Health and Human Resources.
